How Security and Unrest Work
Trust belongs to each Settlement and reflects sustained Food supply. Security belongs to a region and reflects the danger of flying cargo there. Unrest links both: it pauses a Settlement's growth and worsens regional ambush risk.
How does Trust recover and fall?
Trust rises only while a commissioned Settlement has supply, and recovers faster the fuller its stock is.
| Stock | Recovery | Time from 30% unrest to 55% recovered |
|---|---|---|
| 85% | 0.08%/min | about 5 hours |
| 90% | 0.20%/min | about 2 hours |
| 95% | 0.40%/min | about 1 hour |
| 100% | 0.60%/min | about 45 minutes |
Trust does not fall at or above 75% stock. From full to unrest takes about 44 hours at 70%, 9 hours at 50%, 4 hours 20 minutes at 25%, and 3 hours when empty. Civic Administration multiplies recovery and a UH-1H Food delivery adds a temporary boost.
When does unrest spread?
| Stage | Trigger | Effect |
|---|---|---|
| Warning | Trust below 40% | Warning only. |
| Unrest | Trust below 30% | Growth pauses; regional ambush risk rises. |
| Spreading | Unrest for about 45 minutes | Other Settlements in the region lose 1% Trust/min. |
| Region-wide | Two or more spreading Settlements | Neighbouring regions lose 0.5% Trust/min. |
The clock runs only while someone flies. Spread never pushes a Settlement below unrest and stops as soon as the original source rises above 55% Trust. Recover an Unrest Settlement is the action guide.
How does regional Security work?
Clearing enemy groups raises Security; a wholly unanswered ambush lowers it. Checkpoints create a floor that combat losses cannot cross, and Airspace Command adds 10 floor points everywhere. Every point matters and ambushes disappear only at 100%; Checkpoints alone reach 65%.
Unrest applies a 20-point penalty to ambush rolls in its region without changing the displayed value. Low-Security regions regenerate enemy groups near villages or known sites. Respond to an Ambush covers the player response.
