Institutions

Institutions are server-wide construction choices placed in the dedicated seat of a level-3 City. Each City can host one Institution, and each Institution provides a shared strategic effect rather than a purely local benefit. Institutions are paid mainly with Building Materials and Industrial Parts from that City's Reserve.

Air Logistics Command 2 Transport Squadrons at level 3 10 Building Materials, 8 Industrial Parts, 10 Fuel Regions with a Transport Squadron at level 3 may use Sources and Factories in every region, not just an adjacent one.
Standards Bureau 8 active Factories 16 Steel, 8 Industrial Parts Every recipe needs one fewer input, minimum one.
Reconstruction Fund 6 level-2 Settlements 16 Building Materials, 6 Industrial Parts Every Project needs one fewer crate, minimum one.
Airspace Command 3 level-3 Checkpoints 12 Steel, 10 Building Materials, 10 Fuel Raises the Security floor in every region and weakens the enemy force that returns.
Public Works Office 25 mapped sites 12 Building Materials, 6 Industrial Parts Halves demolition cost, returns half the material and removes the cooldown.
Flight Academy 25 mapped sites 14 Steel, 8 Building Materials, 4 Industrial Parts Unlocks the second tier of every airframe perk.
Direction-Finding Control Centre 3 level-2 Direction-Finding stations 14 Building Materials, 8 Industrial Parts, 10 Steel Narrows threat bearings and automatically plots intersections from at least two reports.
Sameba Cathedral Tbilisi and 5 other Institutions 20 Building Materials, 12 Industrial Parts, 12 Steel Speeds up Trust recovery and slows the spread of unrest, server-wide.

The Sameba Cathedral is the campaign finish line. It can only be built in Tbilisi after five other Institutions exist.
